Start adding your elements around your frame, resizing as needed. I used my deform tool to turn the word labels so they sat nicely around the edge of the frame. Do the same with the gorgeous little dragonflies. I also resized the bow so it sat across one of the hearts, again see finished tag for guide.
Apply your chosen text and apply gradient glow with these settings
Select the colour tab and click on fat colour white.

Flood fill the selected areas with the gradient.
Drag under your frame layer, select none.
Go to Adjust, Blur, Gaussian blur 20.00

Apply your linear transmission with these settings to the original blur layer not the copy.
Do this twice.
Repeat the above changing the vertical to horizontal.

With your magic wand, click inside the crescent moon shaped area of your frame.
Click on the layer directly under your frame layer.
Copy and paste your tube as a new layer place it where you want it, go to selections, invert and hit delete. Keep doing this till you fill the crescent area of your frame.
You should have something like this.
Close off all but your tube layers. Merge visible.
Duplicate.
Go to Effects, Art Media Effects, colour Pencil.
Apply with these settings.
On your layer palette change to overlay.

Open your layers again.
On your frame layer click inside either of the outer circles expand as before.

Drag under your frame layer.
Repeat with the other circle this time mirror your tube so its facing the opposite way.
Click on your top tube layer and merge down. Duplicate, apply the pencil effect as before and change to overlay.

Click on your frame layer. Copy and paste your tube as a new layer.
I added a drop shadow of H&V 2 Opacity 45 Blur 5 Colour black.

Duplicate your frame and drag above the tube layer, with your eraser remove the excess frame so it makes the tube look like she’s inside the frame at the bottom and outside at the top.
Click on your tube layer and remove all the areas sticking out under the frame at the bottom.

Click on your background layer and add a new layer.

Click on your brush tool and find your chosen brush. Choose a colour from your tube and apply the brush to the left hand side, see the finished tag for reference.

I added an inner bevel to my brush with these settings
I then added Eye Candy 4000 Chrome with these settings but this is optional.

Once you’re happy with how your tag looks add your copyright info and any other desired text.

Either delete your background layer, merge visible and save as png.
Or merge all (flatten) and save as jpg and you're done.
